ISL Engineering supported Cegelec with all aspects of civil-engineering.

Projet : 

As Morocco’s energy requirements are dramatically increasing, the National Electrity Office (ONE) assigned the design and realisation of a 315 MW thermal power station located to the north of Rabat  to a consortium composed of GE and Cegelec.

For this project, which lasted three years, from 2009 to 2012, ISL Engineering supported Cegelec in all aspects related to civil-engineering: preliminary studies, market finalisation, execution studies and works supervision.

The constructions, spread over an area of 5 hectares, include a turbine area, a 20 000 m3 crude oil and 10 000 m3 water storage areas as well as 3500 m2 of buildings (process, administration and warehouses).

The main constructions and work quantities are as follows :

  • Foundations: 100 000 m3 of dredging, 3000 linear metres of piles, 15 000 linear metres of rigid inclusions
  • Three groups of gas turbines: 10 000 m3 of concrete
  • 20 000m3 of oil storage, 10 000m3 of water storage
  • More than 4 000m2 of industrial and administrative buildings
  • Utility networks and roads


The difficult geotechnical conditions on the land led the ISL Engineering team to develop specific solutions to consolidate the ground. The plant has been in operation since spring 2012, in line with the project completion schedule.

Mission : 

ISL intervened as a sub-contractor for the consortium contract holder, to assist with the civil engineering completion of the plant.

  • Civil engineering preliminary and project studies
  • Finalisation of the civil engineering works contract
  • Civil engineering execution studies: calculation notes, foundation plans, formwork drawings, reinforcement drawings, VRD drawings
  • Supervision and assistance with civil engineering works acceptance
  • Execution studies necessitated the the creation of more than one thousand documents in approximately a year
