Support assignment for the implementation of the regional administration’s Climate Plan

Projet : 

Picardy’s regional council’s Territorial Climate Energy Plan aims to respond to the regulatory obligation of the Grenelle II law which enforces local authorities of over 50 000 inhabitants to create a Territorial Climate Energy Plan.

Apart from the regulatory aspect, the Cimate Plan project has other ambitions:

  • A strategic dimension which positions the regional institution in the context of energy transition and of the fight against climate change. Concretely, this allows the council to prove its exemplarity and coherence in the direction of the Regional Air Energy Climate Schema (SRCAE), a vehicule for the mobilisation of partners
  • A managerial dimension,which gives the council the opportunity to implement a collective and transversal approach, which is coherent with regional operations which are already in progress: notably Agenda 21 and ISO 14001.
  • An economic dimension which allows the institution to generate financial and economical opportunities (access to grants and savings generated by implemented actions)


The implementation of the Territorial Climate Energy Plan is composed of three main steps:

  • Identify the energy-climate impact of the Picardy Regional Council’s activities
  • Set out priority areas for action and reduction targets
  • Define the methods needed to reach these objectives (action plan)
Mission : 

The assignment conferred to ISL by the Picardy region consisted of the following:

  • As soon as the operation is launched, integrate a mode of functioning which facilitates dialogue for the co-construction of the Climate Plan and consistency with existing measures: SRCAE, ISO 14001, Agenda 21
  • Organise and lead a seminary with various stakeholders which allows the departments to develop watch points and levers for success in the Climat Plan  (the PAT-Miroir© method )
  • Describe current energy consumption, associated costs and GHG emissions within the region’s’ heritage and competences
  • Implement a method for the evaluation of the “carbon”footprint, regional response initiatives (measures not taken into consideration within the “heritage and competences” framework)
  • Develop a simulation tool for energy consumption and GHG emissions of the region’s transport authorities ( TER and regional road network)
  • Define a strategy to reduce energy consumption and GHG emissions
  • Co-create an operational, pragmatic and effective action plan
